State-Based

EDWC administers for the County a Community Development Block Grant funded revolving loan fund sourced by the Wisconsin Economic Development Corporation. It provides local government with funds to fill in gaps businesses may have in financing their projects. The financing is leveraged with majority private sector dollars to create job opportunities.

When the loan is paid back by the business, those funds are turned back around to lend a helping hand to another business that is looking to relocate or expand within the community.

County-Funded

The Impact RLF is an economic development incentive pilot program administered by EDWC to assist the County in securing development projects that involve substantial, positive impact to communities in terms of high quality job creation and private capital investment. Its goals are threefold: (1) to preserve the best of what already exists in the incentive toolbox; (2) address gaps in terms of use, deal size and flexibility among the current incentive tools at our disposal; and (3) leverage scarce resources for accelerating economic growth of significant value to the taxpayers of Washington County.

This program is especially targeted to the following types of existing businesses: driver industries-businesses exporting outside of Washington County; growth companies-firms with earnings that increase at rates faster than the overall economy; and businesses positioned for success through innovation, high quality, technology and high performance. Typical project deal sizes will exceed $2,000,000.

Gap funding amounts will be between $250,000 to $500,000 via loan structures customized to maximize project success. Interest rates are determined on a case-by-case basis to balance project risk and return.
